Outlook, Outlook Web Access, and activesync doesn't sync until emails are checked by the virusscanner. As a result emails aren't checked by the virusscanner until they're accessed by an email program, ie. The vsapi registry settings have been changed on the databases so that background scanning and proactive scanning are disabled.

It looks like that the problem started after an upgrade from Trend Micro Scanmail 7.0 to Trend Micro Scanmail 8.0.
